Yes, the local shop will charge a small fee, save you a trip to the DLT 

 

I just did my car and bike a week ago. Gave them the title books, insurance schedules and paid the fees. No ID or address required.

He should take the cars blue book to local inspection station, they will send it to the DLT, they print your payment inside back page.
