Hard to tell without a photo, 'A buoy rope' ?  what is that even ? The locals where I am put a rope across the Klong the same reason chickens cross the road, to get to the other side, especially if its fast flowing. Could have a net attached ??

It's a rope with buoys every 3 meters or so, the khlong is maybe 20 meters wide.

They  don't use it to get to the other side. 

I couldn't see whether there is a net attached or not.

They don't do this often.

is it to stop flotsams and plants from growing on the water where they want to be pretty?

Can't take a photo, right now they are not doing it

I don't think so 

They have a whole flotilla of electric BMA boats that regularly patrol and clean the khlong. 

And they have some "flotsam traps" installed,  helps a lot.

Passing boats are actually a bit reluctant to cross it (they do cross it anyway).

Maybe.

But company, agency or people trying to take some sort of safety precautions.

I find that difficult to believe, TIT, but I could be surprised, never say never. !!!!!!!!!!!!!!

But I think maybe, one of the  3 options.
