Could he pay for the fine ?
Was he abusive before paying the fine and thus dealt with more firmly ?
Or, did he have anything in place, have the fine ready etc... but they decided to detain him anyway, after which point only then did be become upset ?
Usually the BiB are not vindictive - I would suspect they were processing his overcharge as a matter of procedure (i.e. taken to a room to pay the 20,000 baht fine - and 1 year Banned stamp) and he dug his own hole by shooting off his mouth.
Here is the problem I have with your post…like your resume, you inflate your statements…your “many illegals” equate to 5% of illegals have committed crime compared to adjusted data which is only half when compared to US citizens committing crimes
US current deportation focus is to deport all illegals who commit crimes…why you say? Because that is all the money that has been budgeted…if you want more, then increase the budget drum roll to a practical number…

there are illegal grandmothers who have been in the country 20years…what’s the point of deporting them? The biggest issue is the illegal workforce that contributes mightily to the US surging economy…they serve a purpose…it’s not like they are taking desirable jobs away from citizens? If you want to clean up an area…clean up an area try work comp…the fraud by US citizens to get disability insurance (meaning not work b/c they don’t want to work) is off the charts…get those people back to work rather than paying then not to work

When any country implements this kind of system, it becomes one of the requirements you need to complete before you can board your flight.
They would need to have some kind of backup plan to communicate to all the dozens of airlines that the system crashed and its no longer required. It certainly wouldn't be simple, and there would be a lot of panicked passengers trying to complete it worried they would not able to get on their flight.
