The  accused deceased was a US born national. He was a US Army verteran but not a combat veteran. His specialty was HR and IT.

Both explanations are not exclusive to each other. Terrorist organisations often target people with personality issues (not necessarily working in IT, he was joking) and tell them they are the chosen ones and similar B.S.

Emergency services, including ambulances and vehicles from the coroner's office, were reportedly at the scene. Bourbon Street appeared to be shut down with a heavy police presence.

 

In a post on X, a journalist at local news outlet WGNO-TV wrote: "NOPD source states that as many as 10 fatalities after driver in pickup truck plowed into crowd on Bourbon Street.

 

"Multiple more injuries. Mayor and police chief on scene," he added, though this has not yet been confirmed.

 

WGNO reports the Bourbon Street has been cleared and closed as emergency services attend its intersection with Iberville.

Yes, the Desire streetcar in New Orleans, Louisiana ran through Bourbon Street: 

 

The Desire line ran from Canal Street, down Bourbon Street, and to Desire Street in the 9th Ward. It then looped back to Canal Street by traveling up Royal Street. The Desire line was a popular way for people living in the French Quarter to get around. 

 

The Desire line was made famous by Tennessee Williams' 1947 play A Streetcar Named Desire. Williams lived at 632 St. Peter St. and could hear the streetcar rumble down the tracks. 

 

 

In 1948, buses replaced the streetcars on the Desire line. A restored Desire streetcar was donated to the Louisiana Tourist Development Commission in 1967. It was on display at the French Market and the Old U.S. Mint before being moved to other locations.
