The grief-stricken family of a British tourist are desperately seeking answers after his naked body was discovered floating in the sea near Patong Beach, Phuket. Regan Kelly, 28, from Selsdon, south London, had been in Thailand for just a few days when the tragedy occurred in the early hours of 3 January.

 

The building surveyor, described by his family as sociable and mature, had arrived in Thailand on 30 December for a month-long backpacking trip. He was last seen alive at the bar of the Mad Monkey Hostel, where CCTV footage showed him in an apparently heated conversation with an unidentified man.

 

Kelly’s sister, Laurie Blackall, revealed that the footage showed Regan visibly upset before abruptly leaving the bar and heading towards the beach. Moments later, the same man, described as a muscly tourist wearing a white t-shirt and shorts, was seen following him.

 

 

Additional CCTV footage from a nearby hotel showed Regan sprinting towards the beach, with the unknown man following approximately 15 seconds behind. The footage ends there, leaving many unanswered questions about what happened next.

 

The next morning, a watersports instructor discovered Regan’s naked body floating face down in the sea. Thai authorities identified him using photos provided by his family, who had reported him missing earlier that day.

 

Laurie and her father are now in Thailand attempting to uncover the circumstances surrounding Regan’s death. The family is also raising funds to repatriate his body to the UK, where they hope a second post-mortem will shed more light on his final moments.

 

“We just want answers,” Laurie said. “The Thai authorities have said it was drowning, but something doesn’t sit right. We need to understand what happened, and we want him examined by a British coroner.”

 

Laurie described Regan as “mature for his age” and “the most beautiful person,” who would be deeply missed by his friends, colleagues, and family. She added that Regan had been a regular communicator, sending messages and photos since his arrival in Thailand.

 

His sudden disappearance on 3 January, coupled with the mysterious circumstances of his death, has left the family searching for closure. Laurie expressed surprise at seeing her brother upset on the CCTV footage, saying, “He’s in paradise, and it wasn’t like him to get heated like that.”

 

Regan, an experienced traveller who had visited Southeast Asia before, was known for his friendly and outgoing nature. “He wasn’t a reckless party boy,” Laurie said. “He went there to backpack, see the sights, and make friends – not to cause trouble.”

The family are now appealing for the man seen in the CCTV footage to come forward. “I just want to know what was said,” Laurie said. “Maybe he was just having a passionate conversation, talking about life... Judging by what we saw, they could have been having a very deep conversation. But it seems like it was getting heated towards the end.”

 

Regan’s cousin, Larysa, called his death “absolutely devastating,” adding, “He was such a lovely man, always smiling and laughing. It has broken us all.”

 

The family’s grief has been compounded by a series of tragedies in recent years, including the loss of Regan’s mother in 2016 and three uncles in 2023.

 

A fundraising campaign has been launched to cover the costs of repatriating Regan’s body and arranging his funeral. For now, the family remain in Thailand, searching for the truth and working to bring Regan home.

Thai police pathologists are likely to hand over the body with all internal organs removed and dumped somewhere to prevent a proper autopsy overseas.  This has happened before when families went to some expense to repatriate bodies.

Having a drink in a bar does not mean one is necessarily drunk.

 

Doubtful the other man would be described as appearing ot be another tourist is he looked Thai.

 

Labeling the deceased's actions  "stupid" is not supported by facts at this time. Also rather insensitive.

This incident happened in the "early hours of 3. January.

A heated conversation over a glass of water? 

And the other man was drinking only water too?

That's obviously what tourists do in early hours?

Don't tell me nonsense. 

Next you'll tell me it's a good thing for fundraising instead provide a travel insurance? No, I think you won't.

What do they base that conclusion on?

 

It's not that big a stretch to assume that they have seen enough drownings to know what they look like. No bruises, obvious injuries, or struggle would tend to support that. OR, maybe they meant that it was a likely drowning, pending a thorough autopsy.

Bit of a strange one a fit young man drowning but its not the first and certainly not the last, police assumed drowned as obviously no injuries to suggest other wise, Patong beach is always busy day and night and sure some one would have seen some sort of altercation if foul play.

Did you read the story, 'being followed' doesn't mean 'chased'

 

If assaulted, then their would be indications of that on his body.   It's the naked part that implies ... a skinny dip oops.

If insured, as responsible people do, would that not pay for transport back home ?  Along with a 3 month holiday, implies, he and or family, can afford the 15k they asking others to pay for.

 

Instead of sis & dad flying over and staying here, as that might have paid for the 15k alone.  It is high season, and not cheap this time of year.   Nobody needs to be here, he's dead.

I didn't write a Thai man was involved, but you stated it right this man "appeared" to be a fellow tourists. It's not said he was a fellow tourists. So stop insinuating.

Sitting in a bar drinking water seems to be unlikely, especially in holidays being a Brit. This is not meant as a discrimination but experience.

you did mention it as an option unlike any other nationality.

In that case, it would be better if the Pathologist comes to Thailand, but again that will probably not be allowed.

I guess you've never sent flowers to a funeral home, or brought a covered dish to a memorial service.  It's a way to share the grief and show some humanity and compassion and support for the family.  If interweb fundraisers were available back then, I'd have donated cash in addition.  It's a lot more useful, and generally less expensive than sending flowers.  If you don't want to donate, fine.  But don't demean those of us who do.

 

Sorry, that you got not so good experience with trave insurances. Sometimes or always it will be advised to read the small print and exclusions.

I'm travelling a bit longer than you, never without a proper insurance. At least once they paid, when a family member died in Asia

Absolutely not.  I had receipts for the costs incurred and evidence of why I incurred those costs.  Never within my control.

 

For a great expose, look up the CBC YouTube named Travel Insurance  Are you actually covered (CBC Marketplace)

Summarizing the gist, you need both a doctor and a lawyer to figure out what's down in the fine print.  A doctor to understand the medical terms and a lawyer to understand the legal terms.

With all the foreigners dying in Thailand lately, often violently, it seems, is it just due to larger visitor numbers or is the place becoming even more dangerous than it was?

At a guess, probably because He was found dead, floating in the water.
