That is to build up a protective system like in most countries with gambling problem. Some people will always have problem with their habits. That´s called addiction, and should never be an excuse for not allowing a thing to exist.

Casino is often the warm bed for the international/domestic organized crimes; ideal facility for money laundering of the illicit earnings(e.g. from drug trafficking). Also its worst impact on local economy; sucking money out of the town and the country, while creating some jobs to the locals. Still, in a long term, More Harm Than Good. It include the increase of gamble addiction among the population. Self-inflicted poverty also easily leads to more money-motive crimes resultingly.

I was thinking a referendum but the military-legislated Political Act may severely limit freedom of public speech as it did for the 2018 referendum on the proposed new constitution.
