Panic can result from doing something we wouldn't normally do. Seems to happen to people in a foreign country. There was that American woman Anne Sacoolas in the UK who killed a motorcyclist because she forgot the Brits drive on the left, who fled and never really faced justice. Happens everywhere. Doesn't mean it is a good idea.
