I am confused, during his first term, Trump negotiated a new trade deal with canada and Mexico.  Turns out now that they have been rippin g USA off for years...so why didnt he strike a better bargain back then?

Take another look at what it says:

Canada is implementing their border plan. So nothing that Trump negotiated.

The 'new' things are the Fentanyl czar, listing the cartels as terrorists and a joint task force to combat certain crimes. 

Not much Fentanyl comes in from Canada as compared to Mexico.

 

So what concessions would you say Canada have made there? 

 

Also think about the fact that they had an earlier call where there was no agreement and no expectation for an agreement.

Trump knew he had to conclude a deal before the whole thing went pear-shaped.

Neither Mexico nor Canada made any significant concessions. Just nicely worded statements in so no one lost face.
