Now they are elected and there is no need to make false promises.

The dividend is almost certainly going to be distributed ... or in some form of tax cut.

 They said that the rest of the money will be used to support continuing operations.  So they'll need to borrow less each year while still passing some savings through to the taxpayers and reducing the debt by a lie amount.  Simple.
