Where does it say, that it was not on the ankle? I am sure you've heard of an ankle bracelet?

Valid point, but usually they refer to an ankle bracelet as an ankle bracelet.  Not as a bracelet.

What the absolute eff?

That's what I thought at first.  But how would they prosecute the offender without exposing the hookers he's attacking and subjecting them to legal penalties for hooking?

I'm hoping they're going to deal with the guy unofficially.  Out back, and with extreme prejudice.

batteries go dead, they can be disabled. But as always yes too much missing here.

I know, this could lead to more serious offences, but indeed " when in Rome do as the ....... do"

Netizens have expressed outrage, questioning why someone with an EM bracelet—a sign of past criminal activity in Thailand—is allowed to roam freely

Oh I don't know.... how about visa free entry for virtually anyone?  😂

Perhaps it was a medical alert bracelet (i.e. this guy is a nutter)

"officers claim they cannot act as these incidents are not classified as flagrant offense"🤔

I think  somene  made a spelling error here... Mixing the L & R's...🤪

It should have read "officers claim they cannot act as these incidents are not classified as fragrant offense"...

You know the  mass of UNWASHED  TOURISTS that SMELL all the time!🤢💩🤮

Victims have contacted police, but officers claim they cannot act as these incidents are not classified as flagrant offenses.

WHAT?

This tosser obviously comes from a country that don't treat females as equals.

Quite a few of them to pick from but they all have the same thing in common.

He looks like Central Asian (Uighur, Afghani, Tajik, etc.).

So, he is targeting only prostitutes, right?

Because only a prostitute will agree to go with him to a room.

This is a high risk profession, isn't it? Must have insurance,

Nix, He looks like a typical puti-russian  thug or pimp 55

Why obscuring the face of this bas*ard?

If that thing is the notorious robber & rapist its face should be made known to anyone in that area.

So the people can prepare against it.

It's possible the "robbery" part is simply because he refused to pay for services.
