Police in Phuket, along with administrative officials, have successfully arrested Russian national Artem Lotts for illegally distributing dried cannabis flowers and vapes. This action is part of an ongoing crackdown on the illicit sale and use of cannabis and e-cigarettes across the island from March 21 to 30.

The 24-year-old was apprehended at his residence on Chaofah Road in the Wichit sub-district, Mueang district. A thorough search of his home revealed a substantial hoard of illicit items, including dried cannabis flowers, vapes, and various cannabis-based products and paraphernalia, valued at nearly 1 million baht.

Lotts faces multiple charges:

  1. Under Section 46 of the Thai Traditional Medical Knowledge Protection and Promotion Act for selling or processing cannabis without permission, punishable by up to one year in prison, a fine of up to 20,000 baht, or both.
  2. Pursuant to Section 148 of the Narcotics Act for handling Category 5 narcotics (cannabis flowers) without a permit, which carries a penalty of up to five years' imprisonment and a 500,000 baht fine.
  3. Under Section 246 of the Customs Act for possessing e-cigarettes, with a potential penalty of up to five years in prison and a 500,000 baht fine.

Despite his electronic monitoring (EM) bracelet, details of any past offences remain undisclosed in the police report. Artem Lotts was taken to Wichit Police Station, where he awaits further legal proceedings. The ongoing operation reflects a strong commitment to curbing illegal activities related to cannabis and e-cigarette sales in Phuket, reported The Thaiger.

Back to Moscow you go...

I've no idea why the RTP would waste time on this guy.  Just deport him back to where he comes from; that'd surely be a big deterrent to the rest of the potential Russian criminals in Thailand?

Another scumsucker.

Toss the bum out, after a hefty fine, and revoke his Thailand travel privileges for LIFE.

He had an electric monitor bracelet on? Why did they let him in if so, or if he got it here obviously they weren’t monitoring him very closely.
details of any past offences remain undisclosed in the police report??? Why??
