Do they have to wait for someone else to file "complaint" to formally arrest the vandal of the public infrastructure in Thailand?

Pretty funny sort of bureaucracy.

Sometimes it appears that yes, they do. Same in assault cases, when they have ample evidence without a formal complaint. Could it be a position of laziness or lethargy?
