Completely disable the SSA so that the idiots in charge have to "fix it".....while siphoning off billions for themselves.

What’s is the uptime percentage? 

Its not the amount of the staff that makes an efficient and functioning IT system, its the competence and professionalism of the IT programmers. The U.S. Social Security system is full of unqualified and uneducated diversity and inclusion staff. The entire system needs a good flush.
