I think @Andrew Dwyer (above) has given you the info you need. Seems you may have set your keyboard to UK English, so the Shift/3 key gives the pounds sign. If you go into language settings and choose US English the Shift/3 key will give the # sign.

 

There is no US English in my language settings, my keyboard must already be in US English.

    That is very true. I took my laptop to a computer shop here in Scotland. They took my laptop for about five minutes, told me it is fixed then charged me 20 GBP.

Have you changed the keyboard setup? International is the option to normally have but you could inadvertently have changed that. I suggest you check it.

If all you did was carry the laptop with you to the UK.... that isn't what has caused your problem.  I suggest you use Windows help to find out which keyboard definition you are using.  Hopefully you can to that without needing WiFi.  You can probably use your phone with WiFi and search google for help with Windows keyboard definition.

A U.K. physical keyboard has one more key than a physical US keyboard, as you have just found out. With a U,K keyboard there is a dedicated # key. You'll need to switch back to the US keyboard layout to select Shift + 3.

Well, the main thing is you got it sorted …… let’s hope you don’t want a £ symbol anytime soon !!

 

Seriously though.

Your keyboard layout is English (United States ) but was set to English ( United Kingdom ) in settings.

Your Scottish IT guy just changed the settings back to English (US).

 

You might not be able to find where he changed it but believe me it is there !

Here’s a generic example of difference between UK and US keyboard, while you can choose to change the keyboard layout in settings it will give you some strange results, like you experienced.

Then you'll have to install or just choose the US-International keyboard layout. 

The way to check is to press and hold the Windows key and then the Space key(Windows key + Space key) That, if you have both keyboard layouts installed, will toggle between the languages.

If it doesn't you'll need to install a United States-International keyboard layout and toggle between them as necessary.

Detailed Steps:

Open Settings: Click the Start button, then select Settings.

Add a Keyboard: In the Language Options window, under Keyboards, click Add a keyboard. 

Find and Add: Scroll through the list of keyboard layouts and select "United States International". 

 

 

One of my Notebooks is an Acer with an installed "one Language only" Software where you can't make any changes for the System Language. If I remember correct you have to decide at time of purchase which Language you want to use. May be the same with OP Laptop?

You can change the keyboard language and layout anytime, even if the OS states Single Language.
