I don't think any separate portal would be needed. Just include the proof of insurance along with the other documents when submitting the visa application to the embassy abroad.
Sure, some people would submit fakes and some might struggle with the technology, but the majority would probably not have much of a problem and it would cut down on the number of tourists who can't pay hospital bills after their motorbike accidents or slips at waterfalls.

There were known heroin beaches and bungalow operations, magic mushrooms available in shakes at any shop you asked, and benzos and amphetamines available over the counter or in buckets. None of this vodka Red Bull nonsense.

MDMA straight from the netherlands was easy to find and yaa baa an crystal meth were non existent.
That changed slightly when the military landed helicopters on the beach in 94 or 95 during a full moon and spent the next few years parking navy ships off the reef and taking pictures with telephoto lenses.
At that time Israeli popularity was at an all-time low, and you could find signs saying no Israelis. It was not uncommon to see them walking up the beach, turned away by everyone, even if they had a vacancy.
It took decades, but they seem to have rekindled that sentiment.
