When I changed my 2 year temp license to 5 year, 7 years ago, DLT accepted the pink ID card and the yellow house book. But when I renewed my 5 year license 2 years ago, DLT would not accept these and insisted on CoR from immigration. Luckily immigration issued the CoR because 7 years ago they refused to. So best not to make any assumptions and be prepared for anything.
