The announcement came through an official dispatch outlining the plan, backed by the Politburo's approval as detailed in Document No. 17129-CV/VPTW. The move aims to foster national unity and acknowledge the significance of the events leading to Vietnam's independence. To ensure a smooth distribution process, the Prime Minister has directed key national bodies—including the Ministry of Finance, the State Bank of Vietnam (SBV), the Ministry of Public Security, and provincial People's Committees—to collaborate closely. Their task is to identify eligible recipients and deliver gifts either through bank transfers or direct means, with a deadline of 2 September. The Ministry of Finance plays a pivotal role, tasked with coordinating efforts and reporting to relevant authorities by 29 August. They bear the responsibility of ensuring the funding is allocated appropriately, maintaining the balance of the state budget while fulfilling this grand plan. The State Bank of Vietnam is crucial in this initiative, as it must guarantee that payment systems are operational and cash is readily available. Luckily beer is cheap in Vietnam, so that will be enough to say cheers.

Plus in many cities there's beer 'restaurants', usually nicely set up, good interiors, comfortable, with a/c. Customers ae given a menu listing, usually with photos dozens / hundreds of beers, most chilled, and customers order from the menu, often including sveral draft beers. Many times I've been to such 'restaurants' with my VN masters degree students to celebrate end of course. Usually good service, mix of male and female waiters who are attentive and provide fast pleasant service. I've found most such places have plenty of Englsh speakers. And in many of these 'restaurants' also a good snack / full food menu available with good offerings and good service. Went to one such place in Hanoi, about 5 or 6 of the male students had been before and very much enjoyed their beef steak offerings. They (plus me) ordered several steak dishes and we shared the steaks, and very enjoyable. And we reordered.
