Actually, he didn't take anything, was a private citizen, or act in any capacity to provide assistance, that he stated might be possible.  Guessing he realized what it was at the time, a sting / entrapment.  

 

Why he was never charged with anything, or charged with tax evasion, for not reporting the 50k extra income on his taxes, because he never accepted the 50k.

 

That should catch you up to the facts.

He was not targeted, he came up on the FBI's radar by chance when they were informed he was 'touting for business'.

 

He was not charged because under US law he had to have taken concrete steps to deliver something to the person/company bribing him.....which he couldn't at the time as he hadn't yet been appointed.

Had the DOJ gone for conspiracy to commit bribery then Homan would have been in deep trouble as just accepting the money would be enough, bearing in mind they were FBI agents he was dealing.

 

But by the time the Biden DOJ had faffed about ,Trump came to power.......and it seems then that the new DOJ flagged he would be charged with bribery.....but oh wait... he can't be...because he hadn't been appointed....and the whole thing was quietly shelved.

Federal bribery laws, such as 18 U.S.C. § 201, generally require the recipient to be in an official government position to accept something of value in exchange for influencing official acts. Promises made pre-appointment don't clearly qualify as bribery until the individual assumes the role and reaffirms or acts on the promise. May go read
