The Tourist Police have launched a nationwide training programme for volunteer networks aimed at strengthening safety and confidence among visitors. The opening event, held on 22 September at Shambhala Hotel in Pattaya, Chonburi, gathered over 100 volunteers alongside senior police officers. The initiative is part of a broader campaign to enhance cooperation between law enforcement, local communities and international embassies.

 

The training follows directives from national police leaders, including Pol Gen Kittrat Phanphet, Pol Gen Prachuap Wongsuk, and Pol Gen Akkaradet Phimolsri. Their vision is to establish Thailand as a “Safe, Fair & Welcoming” destination recognised by tourists worldwide. Under the Tourist Police Bureau, led by Pol Lt Gen Saksira Phueak-um, the strategy emphasises convenience, safety and fairness as the core pillars.

 

The programme involves 85 units across all provinces, with each unit including 100 volunteers, totalling around 8,500 participants nationwide. Training focuses on equipping volunteers with practical knowledge and skills to assist in protecting tourists while complementing the work of police officers. The volunteers are also tasked with embodying the role of “society’s shield,” reflecting the campaign’s goal of building trust with visitors.

 

During the Pattaya session, Pol Col Piyarach Suparat delivered a lecture titled “Flag in Our Heart: Safe, Fair & Empowered Thailand.” He outlined the bureau’s three-dimensional strategy and introduced the MindShield concept alongside the P.L.E. Model, Presence, Listening, and Empowerment. A special session also addressed how civilians should respond to mass shooting incidents using the internationally recognised “Run, Hide, Fight” method, adapted for Thailand’s tourist cities.

 

Further training included a session by Pol Lt Torlap Tinamat on the roles and responsibilities of volunteers in supporting tourists. Additional guidance came from Mr Raphipong Rukyanrong, President of the Pattaya Tourist Police Volunteers, who discussed being a good host and using English to assist foreign visitors. Participants were encouraged to view their role not only as support for law enforcement but also as ambassadors of Thai hospitality.

 

The Tourist Police Bureau intends to extend the programme across all designated volunteer units. Officials confirmed that the nationwide rollout will serve as part of Thailand’s long-term strategy to maintain international standards of safety and service. The bureau expects the initiative to further improve the country’s global reputation as a safe and welcoming tourist destination.

Unless they initiate a program of them sneaking up on katoeys on Beach Rd and whacking them over the head with a baton I see little progress. 

Why don't they just wait at some traffic lights & arrest the 20 drivers who go through on red? 

Incidentally went into town yesterday & did a quick survey of helmet use; probably about 50-50.  Guess how many cops I saw in one hour of driving?

Answer - less than ONE. 

There is supposed to be 650 BIB's in Pattaya, where are they?
