I dont think there is any regulations regarding the height of balcony railings here in Thailand, in my house they are 1 meter high, not easy to fall over, I do know of a resort here were the balcony's are at an height you can sit on, some years ago I know a guy who fell backwards off but didn't die but was badly injured, 

 

Mine are 80cm and I don't entirely trust the material they're made of either. I never sit or lean against them. I see similar railings to mine offered on the sides of streets. They wouldn't even stop most shorter Thais from falling over either.

Unless it was a balcony where it was impossible to fall over. But I haven't seen too many of those. 

 

 

My condo balcony's have 4 foot tall fences (I forget what they are actually called).  There is no way anyone is going to fall over them.   They  would have to climb over and jump!

Building inspector, come  Motorbike Taxi Driver, come, Politician, is all thats avalable in Thailand,  very few qualified to do anything
