No, more to do with Thai beliefs, in the afterlife and sprits, the spirits would not be happy if someone's heart was taken out for transplant, and in the afterlife, they would need all they organs.

But, the younger generation would be more willing to donate organs than the older generation, being Thai to set in their ways to change, they beliefs come first.

Give it a few more years things will change

That particular plane is not easy to fly.

Takes many hours of time, plus one needs to maintain proficiency.
