I used to be very good friends with a monk who in previous times had been both a cop and a criminal. 
He told me that it was openly taught as part of the police cadet curriculum how to extort to supplement a measly salary. Call it a mediation fee if you wish.

This is happening every day with the ROYAL Thai Police, go look at how much Koh Chang immigration make everyday, 100b for a 90day report, 2,300 for a new extension RTP= A bunch of crooks.

A Thai woman and her Australian husband claim a police officer extorted 20,000 baht from them in Pattaya on October 13. Mint, the 25-year-old Thai woman, recounted the alleged incident while seeking to reclaim the money. According to her, the situation unfolded at Mueang Pattaya Police Station when her husband was detained for allegedly not paying a bar bill.

 

Mint was informed by police that her husband had an unpaid bill of 6,464 baht from Soi Buakhao. When she arrived at the station, she was approached by a man dressed in police-style garments, who told her that her husband was in custody. The man offered to settle the situation for 20,000 baht, which Mint managed to negotiate down to 15,000 baht.

 

After Mint withdrew the cash from a nearby ATM, the man took the money without giving any receipt or documentation. Her husband was then released without an official record of any charges. This was not the first instance, as Mint mentioned a similar event two weeks prior when a man in a police vest demanded 20,000 baht over another alleged unpaid bill.

 

The couple fears they might be victims of fake officers and have turned to the media for assistance. Currently, there has been no official response from the officers at Mueang Pattaya Police Station regarding these allegations.

My wife ordered some furniture online and paid a deposit but the furniture never arrived 

She lodged a complaint with the local police who contacted the police in the area where the person lived.

They tracked her down and she was required to refund the deposit.

So the BIB system is the same everywhere but then again thankfully we don't live in Pattaya.

Of course, it was a real police officer. She was just saying that to be polite and give them a way out.

Anytime the RTP gets bad press it is truly outstanding. The RTP cannot get enough bad press, as far as I am concerned. To call them derelict in their duties would be too diplomatic. They barely practice any law enforcement, and work the franchise, as if their future fortunes depended upon it, which it seems to. 

 

There is one aspect of this, that always has to be taken into account. I think most Thais get it. But most foreigners do not. The police here own franchises. They are franchisees. They are not law enforcement officials. They rarely engage in law enforcement, traffic safety, or public safety. They are not here for the benefit of the people, and they are not here to keep us safe. They are here to collect. That is all they do. If you need to give them an official title, it would be that of a revenue collection agent. Only it is their own account, that they represent.

 

Nobody will ever touch them. They are protected at the highest levels. They do as they please, and Thailand remains a relatively lawless state. And that's a real tribute to the Thai people, considering the fact that the policing is as poor as it is, and yet society remains relatively intact. 

 

I know there are probably some straight cops out there, but I don't think they represent the majority at all.

Yet I've been, thankfully, living in Pattaya for 20 years, peacefully, without any problems like most other expats who are thankful to live there.

 

Mint should have demanded to see the bill that was allegedly not paid. She just handed over the negotiated cash settlement, at which point it was too late.

Last two times I paid for traffic offenses the revenue was recorded electronically.

 

Corruption is not new with officials in Thailand. In the early nineties I was taking my Thai gilfriend to Australia for the first time and we arrived at Phuket Airport and at the immigration desk as she was going through there was a delay.I had made sure that all the paper work ..visa , passport etc.was in order and there was a heated discussion in Thai going on for a long time.Meanwhile we were called to the departure lounge and I was getting concerned so I  asked her what's the problem and she said that she has to buy him a bottle of Chivas Regal or he won't let her go. At that moment a staff member from Thai Airways tuned up looking for us and I told her about the problem and she said no way and spoke to the official sternly in Thai and he let us through and we hurried to the plane which was was waiting for us. I was only new to Thailand then  but I learnt a lot about Thai clture after that.

I would guess he was playing the big shot, and buying a lot of drinks for a lot of the girls. When you do that it's pretty easy to rack up the bill.

I've paid cops directly for traffic infringements, and I've paid at the station. That's sometimes a plainclothes person standing around the corner, or sometimes a uniformed police officer in a booth. You always have the option of paying at the police station, but that's usually more expensive and very inconvenient. If you tell them you want an official ticket to pay at the police station, you can get a discount, LOL. I love Thailand and wouldn't have it any other way. I'd much rather deal with Thai cops than the Australian cops back at home, who really have a bad attitude.

Scammed by the police last week in BKK.

 

Claimed I used a U turn that was only to be used by lorries turning right???

 

Started off at a 1000B wife beat them down to 200B.

I know someone who had his car stolen, he found out who stole it and where is was, when he went to the police they wanted 20,000 baht to recover it,

Yeah they give a receipt for the full payment of a fine.... a 200b "instalment" they do not!

The husband sounds a piss head 6000 THB on drinks is a lot unless he's buying lady drinks?

It sounds like he's done a 'runner' but it could be he has just disputed the bill ? It would be interesting to know if it was the same bar?

Well since I reported them to 1178, now don't have to pay the 100b, although I got a visit from them. I think they were trying to intimidate me. ( I had already refused to pay the 100b 'fee' 3 times)I may also add that I don't use them for my extension I go to Trat anyway as that is where my bank is.  I don't do it online as I used to pop in on my way to go shopping, now I give my wife 100b to go there and she doesn't pay either she uses it to put petrol in her M/C  👍

It does seem a bit suspect. Twice avoiding paying a bar bill and twice avoiding getting a beating.
