I understand from posts that the Austrian consulate in Pattaya give income statements for VISA purposes to all nationalities
Bit too far away for me and the Dutch embassy in Bangkok only confirms Dutch allowances known by the Dutch Revenue Department

Is there a consulate in Hua Hin or Bangkok that provides similar services as the Austrian embassy?

20 years ago the swedish consulate in pattaya did it, but i believe it was a break of duty due to not understanding 

the information letter in the swedish pension scheme

With what kind of authority can another country's consulate issue income verification for a citizen of a nationality other than their own?

I do not know, I read on another forum in Pattaya it is done... many threads on many forums will confirm that

 

But there are legal ways as well, when you have worked in a different country from your home country and have built up private or governmental Social Security would be one of them

In my case I am from Country A worked and lived in B at little income. but built up a 'annuity insurance' off shore, country C, where annuity payment is not considered as income nor taxable.  Thailand is country D
In neither of he countries I can ask for an 'proof of income' ... so was looking for an alternative

Quite disturbing and in fact enraging to see many western nations, showering Ukraine with billions but not serving their own all over the world.

Stop it. The western countries you complain about provide the consular services they are mandated to offer. They should never have been offering financial attestations because they did not have access to the financial institution database and cannot actually verify the information. In  some cases, the consular service was abused. The taxpayers do not  wish to finance the luxury needs of their nationals living abroad. If the foreigners were actually paying income taxes to their home countries in amounts sufficient to cover the benefits they receive, then they would have a basis to complain. However, most of the  foreigners are not and are in fact living off the generosity of their homeland taxpayers.

What you say here is not entirely correct. Some Western embassies including my own home country have access to financial information from the applicant's current financial status by the applicant submitting an annual tax return or annual statement from the tax authorities or in the case of pensions, an annual statement from the pension payer. With this information, the embassy can again use the applicant's National ID number to search for the necessary information via their database.
That said, it is impossible to do this from another country's embassy / consulate, which of course does not have access to the relevant database.

In addition, I would also like to mention that some countries in the tax treaty with Thailand have rules that state that public pensions are taxed in both countries, but as a percentage based on how much of the pension is actually transferred annually to Thailand so not everyone here live from "generosity" either from here or there

Unfortunately, I can't say the say the same about citizens from here moving there. The world is not black and white😉
