Cyber police and the Securities and Exchange Commission (SEC) conducted a nationwide crackdown on 24 October 2025, targeting illegal digital coin trading via iris-scanning systems. The operation, covering 109 locations, led to the arrest of two brokers involved in the unlicensed exchange of WorldCoin (WLD) cryptocurrency.

The raids, dubbed “Operation Dawn Break,” were coordinated by Pol Lt Gen Suraphon Prembutr of the Cyber Crime Investigation Bureau (CCIB) and aimed to dismantle networks linking iris-scan participants to digital token brokers. The first arrest occurred at a petrol station on Nawamin Road, where 35-year-old Sutti admitted to buying WorldCoin from the public, receiving profits of 7–8% per transaction. Another broker, 45-year-old Kitti, was caught exchanging digital tokens for cash at a Ratchadaphisek shopping mall.

Participants in the scheme received 30 WorldCoin tokens, valued at 28–30 baht each, after completing iris scans using ORB devices. ORB machines were also found in two computer equipment stores where company representatives guided users through scans and app installations. While iris scanning itself is legal in Thailand, trading or exchanging WorldCoin tokens without SEC authorisation violates Thai financial regulations.

The investigation began following parliamentary concerns about biometric data collection. Authorities are probing whether the local operator of the ORB machines encouraged people to trade their biometric data for cryptocurrency. Chat records indicate possible coordination between company staff and brokers. Police and SEC officials are also assessing potential risks of personal data breaches and misuse of biometric information by criminal groups.

Deputy SEC Secretary-General Chomkwan Kongsakul emphasised that the public should only use licensed digital asset exchanges. Violations under Section 66 of the Digital Asset Businesses Law carry penalties of two to five years in prison and fines of 200,000–500,000 baht. The SEC has also previously advised caution with WLD coins and suspended further expansion of iris-scanning locations in Thailand due to data safety concerns.

Key Takeaways

• Police raided 109 sites nationwide and arrested two brokers linked to illegal WorldCoin trading.

• Iris scanning itself is not illegal in Thailand, but crypto exchanges without SEC approval are prohibited.

• Authorities are investigating potential data misuse and plan tighter regulation of biometric systems.

The sooner this happens, the sooner all this biometric stuff goes away, if that's how easy it is to compromise. So many places now collect it that it will get hacked and released.
