This is based on a propaganda piece in the Express, as linked in the OP.

The original headline of the Express article is Russia's 'Professor Doomsday' sends terrifying WW3 threat to 'destroy UK with nuke', but the article itself says nothing of the implied first strike.

 

"He warned that a new world war is coming, which can only be stopped if the West clearly understands that the Kremlin will use atomic weapons."

 

The impression is that Western leaders apparently don't believe Putin would use nuclear weapons in response to NATO use of (tactical?) nuclear weapons, so Russia should conduct training exercises to show ability to respond.

 

“First, we still need to conduct exercises of our strategic and sub-strategic forces that would demonstrate to our British and, God forbid, French neighbours that we can deliver a disarming strike.”

 

Exercises mean deploy units, set up, run target simulations, and maybe even fire off an UNarmed missile.  NATO does it all the time, no big deal.

 

But the article makes up even more phantastical threats!

 

This appears to mean a nuclear test strike, perhaps in the Arctic, intended as a direct warning to the UK and France.

 

Nothing of the sort, of course, just fearpornmongering.  He even notes that this would be preparations for a retaliatory strike.

 

“If one warhead nevertheless flies out, then those two countries will be destroyed in their entirety,” he said.
