Mobile phone not body cam. You can see his reflection in the car window holding it. ICE aren't required to have bodycams although this might now change.

Not true, there are rules for dealing with a fleeing suspect, if she is fleeing and poses no danger, you can't fire.

Not at all correct.

The actual measure is ‘reasonable force’ which might be ‘lethal force’ but after the first shot the reasonableness of subsequent shots needs to be demonstrated.
