How about two days before the midterms, to maximize the number of Americans disenfranchised by requirements that are only just announced.

Exactly, everything thats anything requires papers,except for 14 blue juristions and Sanctuary jurisdictions that don't ask for immigration status documents.

Why require ID for banking, flying, buying alcohol, picking up prescriptions, or even entering many government buildings but not for the act that chooses leaders.

There is next to zero evidence of non citizens voting.

There is however plenty of evidence that black Americans and your people are disproportionately less likely to have photo ID that proves citizenship.

Curiously demographics that do not vote for Trump.

Correct, an attempt by Trump to replace citizens choosing leaders by voting with Trump choosing citizens who are allowed to vote.

It seems he’s not convinced anything he’s done will win him the mid terms.

Now it's Blacks in America are importunately unable to obtain an ID because....... they were born in a shack somewhere that didn't offer birth certificates or they are too stupid or what? I would tend to believe the days of unreported births are over and obtaining a photo ID is within the realms of todays black community.
