How To Help Thai Friend Pay Universtiy Loan

We have sort of adopted a young man in Chiang Rai who is graduating Chiang Rai Rajabhat University in April. We would like to help him pay off his school loans, which are around 18,000 baht/year. I'm trying to either find a way to correspond with the school loan department directly if I could do it via E-mail in English. So far what I can find online is all in Thai. Right now, we have a savings account set up for our friend, and he can use an ATM to withdraw whatever we put into it, but he doesn't have a checking account. I'd appreciate any advice.
