But if you want a nice RELEVANT number for your auto heart throb, then simply go to your friendly local Land Transport Dept and ask for what you want.

If it's a single (or very low) number, or a certain sequence reserved for VIPs, or the sort of funny number cherished by many Thais (777,888,999 etc) then they will all go into the auction and sensible people like you and I will shrug and go off for a beer somewhere.

But if you want (for instance) 1978 on your plate because that's the year of your car or your birth year, you pay just 800b at the time of licensing (or re-licensing), wait until that number comes up for allocation, then go along and get it. Easy as that. Well, 'tis in Chiang Mai.
