Can an alien apply for a work permit if they have a non-immigrant marriage visa, or retirement visa?  I ask because the nature of these visas may imply that employment is not necessary.

Ideally you would need a NON-B but there are several cases where the Labour department have accepted a NON-O, for example.

It could come to trouble when you try to make a yearly extension of the visa at Immigration. If they are naughty you might need to do a visa trip then and obtain a NON-B instead.

I think they are happy to accept a Non-B or a Non-O as long as you are correctly qualified and meet all the other requirements.

You can definitely use an entry permit issued against a Class O visa to apply fora work pernit - this is completely routine. You CANNOT use an entry permit issued against a Class O-A retirement visa, or an extry permit extension based on retirement.
