Provisional Licence On Settlement Visa

Can I get a provisional driving licence whilst in the UK on a settlement visa. I want to ride a 125cc motorbike on an L plate. I tried to get one before when I was here before on a fiancee visa but did not qualify. I have tryed to apply online and I get all the way through to the payment section but I am not sure it understands about visa types.

Even as a visitor you can apply for a provisional driving licence, but you will need to send your passport to the DVLA in Swansea as evidence of your identity.

Don't forget your Compulsory Basic Training, too.
