Condensation is normal in humid climates. Look under recently parked cars and you will normally see water puddles usually near the front right wheel where this has dripped off.

Inside you will get condensation building up with the window open.

Melting ice and condensation dripping from the cold pipes running from the air-con compressor to the 'radiator' in the cabin. Normally channeled away from the inside of the cab to prevent damp spots. I had a hire car years ago that appeared to offer the passenger a foot bath after driving for an hour.

You may encounter condensation on the outside of the glass, typically the windshield, where the cold air from the vents on top of the dash chill the glass and the humid air outside condensates there.

I think English is not your first langauge and you are really refering to gusts of 'steam' that appear to be coming from the vents producing otherwise cold air inside the cabin. Indeed someone has probably opened a window, increasing the humidity in the cabin that is already colled down from the outside temperature, the air-con's cold air provides a cold enough temperature for water to condense out of the humid air, the temperature at which this happenss is called the dew point.
