It looks like it's not so easy to find web masters in Thailand. Either freelance or employees.

If you have some tips, please help me.

Thaivisa is maybe not the best place to find. If I'm wrong, please tell me and I'll be happy to try.

Another question: what would be a reasonable salary for a web master able to do php, cms and, if gifted, some design?

I have used http://www.thai-freelancers.com/ in the past and have always had good experiences, they do not bullsh@t like some of the other sites that leave 2 year old projects up to make there site look like it is so active when it isn't.

Why do you think it is poor?

I have moved on from there because sometimes freelancers just do not have the time and my needs where much more demanding so I found another you may want to check them out

For the salary that would be hard to say it really depends on what they are coding, a freelancer normally can not do both coding and designing images they are two different areas of expertise.

Someone with mid level coding ability that is to manage the daily web tasks and mid level php functions is about 15,000 to 25,000

I use the above mentioned site for my web master services but my needs are pretty demanding, I pay above 45,000.

A rough estimate would be 35,000 to 60,000 for a good programmer with decent imaging ability.

(The imaging ability normally is the coder having a friend do it for them but is usually included with the costs as long as you don't try to have to many images designed all the time.)
