I know a professor working on a set of northern Thai lessons, aimed at foreigners who have already learned central Thai. I will shoot him an email for you to ask about existing resources for northern Thai.

AUA Chiang Mai teaches two levels of Northern Thai, or used to, at any rate.

Wat U Mong teaches the Northern Thai alphabet. Not sure if they also teach conversational Northern Thai.
