Woman Forced To Have Sex With Former Volunteer Police

In the early morning of September 17th 2009 Pattaya police were notified that a former tourist police volunteer in a drunken state had tried to force a Thai woman to accompany him to the tourist police mobile station in Walking Street after she refused to go with him to have sex.

At approximately 3.45 am Pattaya police investigator, Pol.Lt.Col.Sumrerng Ratananahm, and his team arrived in front of the Royal Plaza, Moo. 9 to find a drunken Thai man being held by local volunteer officers and a group of people. The man, identified as Mr. Satorn Pukkolapung [47] of 138/ 388 Moo. 3, Takientia, Banglamung, was trying to telephone his boss to help him out while a woman, Ms. Lumduan Pinapung, [24] , from Yasotorn, kept insisting the police take the man to the police station.

Officials carried out a search of Mr. Satorn and found a Tourist Police Volunteer ID card which was issued in 2007 and expired in 2008. He told the police he had been drinking and walking around the beach looking for a woman to give him some sexual favours. He stopped Ms. Lumduan and told her he was a volunteer police, patrolling around the area, and in particular, to arrest the prostitutes on the beach. He demanded to see her ID card but she refused. Mr. Satorn then admitted that he asked her to go with him but Ms. Lumduan refused so he confiscated her ID card and told her she was a prostitute and must be arrested.

For her part, Ms. Lumduan said she was walking with her friends in the beach road area when she was approached by Mr. Satorn. A few tourists and by-standers witnessed the incident and reproached him and finally reported to the local volunteer officers nearby before informing the police.

Miss Lumduan initially intended to file charges against Mr. Satorn for impersonating the police and causing trouble with other women several times in the past, on which occasions no one dared to notify the police.

Officials will now co-operate with the tourist police before investigating Mr. Satorn’s present and previous behaviour and he will prosecuted accordingly.
