My understanding it is only takes 15 members to establish a POST.

It takes 25 "campaign service" vets to establish a new local post and they cannot be members of another post. Currently there are six of us who are making the effort/contacts to establish one here in Chiang Mai.

We already have a great meeting place in a gated community just south of the CM airport with an olympic-size pool, great restaurant, pool tables, conference room...
