Thai Driving License In Pattaya Or Bangkok?

Hey guys,

I would like to know if I can make my driving license also inPattaya or do I have to apply and make the test in Bangkok?

I have a german an dinternational driving license? does that change anything for me? just a practial or written test needed or do I still have to make everything?

How much does it all cost?
