I will be down in Cha Am for a week for the year end holidays.

I am wondering if any of the banks in the area accept UnionPay ATM cards (China's equivalent to the Thai ATMPool)? I have used my UnionPay card in Bangkok with Kasikorn, BangkokBank and Siam Commercial Bank before, but am worried that this service is only limited to Bangkok.

The logo of Unionpay looks like this and is usually displayed right next to the row of visa, mastercard, plus, cirrus logos etc.

I have used my China Union Pay card at ATM's in both Hua Hin and Pattaya as well as you stated Bangkok. In fact my last visit I noticed the Union Pay logo was being seen more and more. Hope that helps

Bangkok Bank both accepts China Union Pay cards at ATMs and EDC (Credit Card terminals)

Bangkok Bank also issues CUP cards for Thai people traveling extensively to China and Hong Kong.

Bangkok Bank has by far the largest presence in China of any Thai bank.

ATMs of Kasikorn accepts Union pay (Bank-of-China), no problem to get money. The exchange rate is even much better (~5) then if you change RMB cash.
