Well after some diagnostics, voltage checking, taking the STV actuator and system apart, I believe it is the STV actuator piece that needs to be replaced.

Now it seems to be working better after opening it reconnected cable and cleaning the inside of the actuator. The FI light isn't on, and it opens and closes appropriately for full power. So it works, but when the engine is just idling it twitches a bit, like it's faulty.

Anyways, my only question really is, any ideas on where to get the "Secondary Throttle Valve Actuator" only?

I was told I would need to order a whole new throttle body, which is expensive, and all I need is the engine that moves the cables to open the valve. (looks like a little black box on the right side of the engine)
