No, I didn't have to do the overseas screening prior to bringing her over here. The problem you may have is if you try to circumvent policy, as I did, is where are you going to live. The Corps may not approve you for your BAH until the screening is completed. If your rank is high enough this isn't an issue. You should be able to do the medical and dental screening for the Command Sponsorship in less than 45 days. If you feel safer doing the visa at the Japanese Consulate you need:

1. Copy of your ID card

2. Invitation Letter (Get from Legal)

3. Letter of Support (Get from Legal)

4. Marriage certificate

5. Certificate of service

6. Most recent W2

7. Copy of your passport.

I'll find out tomorrow if my step-daughter's visa was approved doing the above and my spouse applied last thursday.

And take note of this...Get the dental work done PRIOR to flying her to Okinawa. The military is not going to perform extensive dental work for a new dependent prior to granting Command Sponsorship. (This is an overseas thing and reason for the dependent entry approval)
