It closes when there are tensions with Thailand or problems in Burma. Like Bombs going off in the capital. But last I heard, it is still open.

oh and when you enter Myanmar remember to give your passport to the Burma's officers (they don't give a rat to ask you for it)... or you'll have to go back to the mkt and try again to kill 30mins like an idiot... herm.

And they accept 250 bahts, instead of a 5 dollars note...well, till 3 days ago.
