but I was wondering if you sent them depending on where you live and what address?

Or do you just send the petition to where ever you'd like?

You don't want to send you petition to the US Embassy, you want to send it to the USCIS. Look on page 2, section 7 Where Should You File This Form? of the I-129F instructions. You file it according to your place of residence. In your case, that would be:

USCIS Texas Service Center

P.O. Box 850965

Mesquite, TX 75185-0965

Before you send anything and follow advice you get on the internet, you really should understand every form you are filling out. It was very easy for me to find this information (Google search on "site:uscis.gov i-129f", then I opened the PDF on that page). Do you really want to be doing something so important as getting a visa for your future wife without fully understanding every step you will have to take? Remember that small mistakes may cause a big delay.
