Sounds like the sort of instructions given you have a hookey copy and they're asking you to disconnect from the internet during the install so it can't verify itself.

Please verify that your copy is legit

EDIT a quick Google of 'RespeKtMe' leads to a warez site or ten so I think you're trying to install a pirate copy, since we don't allow discussion of illegal activities I'm going to close this now.
