Police have been ordered to stop anyone taking in part in illegal outdoor sex being abused or verbally taunted as it can cause them to suffer post traumatic stress.

An extraordinary new Hate Crime Guidance Manual has been handed to officers telling them to arrest anyone suspected of committing a hate crime against those engaged in ‘dogging’.

Although it notes that outdoor sex can have an ‘impact on the quality of life of people using these locations for leisure pursuits’ - for example dog walkers and tourists - the rights of those cottaging, cruising or dogging must be taken into account by officers.

It states that even though ‘outdoor sex is unlawful’, people who take part in it still have rights which protect them from becoming victims of hate crime.

The manual, issued by the Association of Chief Police Officers of Scotland last week, states that people who take part in open-air sex are ‘more susceptible to hate crime’ and can suffer ‘post traumatic stress and depression’ if they are abused, Police Review revealed.

The 60-page guide states: 'The issues surrounding public sex environments can be complex and consequently provide a challenge for the police.

'Whilst complaints regarding consensual public sex must be considered and responded to, it must also be noted that people engaging in such activity are potential targets for hate crime perpetrators.'

It states that doggers can be ‘reluctant to report victimisation in outdoor sex environments’ and says this is ‘due to a misconception that the police will primarily be interested in why they were there, as opposed to tackling hate or prejudice motivated crime’.

OK, so from the title I assume you find this ridiculous. Personally, I don't see a problem in it. hetero couples engage in outdoor sex as well so are you implying that its ok to beat the crap out of someone for engaging in public sex? Nowhere does it say the police have to protect them while they are at it, it says that they are entitled to the same rights of not having the crap kicked out of them like other people.

I wouldn't have classed it as "hate crime". I think it is extraordinary to class it as such.

The usual teenage "bovver boy wannabes" finding easy targets to harrass, that also titilate because there is sex going on.

Police have been criticised for refusing to arrest a notorious dogger who wears nothing but a yellow hard hat while harassing motorists in a lay-by.

The man, dubbed "naked Bob the Builder", is a familiar sight at the Hog's Back lay-by in Puttenham, near Guildford in Surrey – a popular location for people to have outdoor sex.

Earlier this year it was disclosed that police spent £124.93 on tea, coffee and biscuits for doggers at the site in a bid to "build up trust" and encourage them to report "hate crimes".

And this week the Association of Chief Police Officers in Scotland was criticised for issuing a new manual, which encourages cops to protect doggers from hate crime.

Yesterday it was reported that the unnamed dogger was questioned by police at the scene in Puttenham, but was not arrested and was soon back at the lay-by.

He had been reported for indecent exposure by a motorist, who was approached when he pulled over to got for a bite to eat at the Hog's Back Cafe.

The man said he called police as soon as he spotted the hard-hat wearing man after he started rubbing himself on his car window.

The man, who did not want to be named, said: "Everyone is talking about this bloke in the village.

"It seems he has done it many, many times before and he never takes no for an answer."

Speaking about the incident, he said: "I got out of the car, phoned the police and waited for them.

"I told them, I'm definitely giving a statement, I want this man done

"But they didn't want to take my statement. They want you to come forward but it was like they really didn't care."

A spokesman for Surrey Police said: "A statement will be taken from the victim as part of the ongoing investigation."

Inspector Tim Shaw added: "As with this case it is vitally important that any offences of anti-social behaviour in the area of the Hog's Back lay-by are reported to police as soon as possible.

"This will allow an appropriate response to be provided to capture and secure evidence."

Local campaigner Jules Perkins said she was "devastated" when the council said it would not close the lay-by, adding: "Its scary that the general public is beholden to people like this.

"They just didn't seem to have much idea about the issue and we are utterly disappointed with the decision not to close the lay-by."

More than 300 locals signed a petition to close down the lay-by earlier this year after saying it was 'being used for all kinds of sexual activity' and that children at the Puttenham Church of England Primary School could see the antics from the playground.

Surrey County Council, however, refused to close the lay-by, saying it would be 'unfair on legitimate visitors' and suggested putting bulls in a nearby field to 'put the doggers off'.

I would not be responsible for my actions if the pervert tried that when I was in a car with my family. But he'd never be able to do it again.

SB, my understanding of "Dogging" is sex in the outdoors (although usually in a car) and people come and watch you at it. Vouer, voyur, voyerism, vouerism voyourism (sp)I think it is known as. It's nothing to do with homosexual or hetero sexual, just pure sex in front of people for the thrill of it. However, it seems the places that these people like to go and perform have been uncovered by people who, shall we say, don't agree with it and they seem to have been attacking the "Doggers" (smashing car windows and the like) prior to any vinegar strokes probably.

You remember that bald short guy in Eastenders (Steve I think) well he got caught doing it and it was all over the papers a few years ago, that is why I know a little about it.............honest.

I've got to trade the cat in for a dog.

Personally, I am surprised by the lack of interest from the police.

Surely there are still enough laws on the statute book, regarding public nuisance and so on, that there are grounds for prosecution.

And the local authority must have access to razor wire.

(Or would the Brussels Bureaucrats then complain about infringements of human rights? What about the rights of the local people offended by this behaviour?)

I note that in the article the reporter is concerned with Surrey, rather than the whole UK. That could be an explanation for this strange behaviour - the sheep are mainly in Kent.

Luckily, victims can still be considered a minority.

I believe that hate crimes are considered as crimes against people because of who they are: Crimes agains tmsulims, crimes against chrsitians because of their religion, crimes against left-handers, people who like to have sex in the bath, people who like to have sex in the garden, people who like to have sex in the bus stop: NOT CRIMES AGAINST PEOPLE FOR WHAT THEY ARE DOING - robbing one's house, assaulting someone, having sex with a child, having sex in a bus stop...

It is not a crime to want to have sex in a bus stop, and none of us should be punished for such a desire. However, it is a crime to do so...If we shoudl be punished for having done so, then it is up to the courts to impose that punishment, but any citizen might take reasonable action to prevent us from committing such a crime.
