For any lingering doubts that the mayor was first in line in screwing the pooch in the Katrina evacuation.

These are direct quotes from the New Orleans hurrican evacuation plan:

"Authority to issue evacuation of elements of the population is vested in the mayor."

"The city of New Orleans will utilize all available resources to quickly and safely evacuate threatened areas. Special arrangements will be made to evacuate persons unable to transport themselves or who require specific life saving assistance. Additional personnel will be recruited to assist in evacuation procedures needed."

"Using information developed as part of the Southeast Louisiana Hurricane Task Force and other research, the city of New Orleans has established a maximum acceptable hurricane evacuation time for a category three storm of 72 hours. This is based on clearance time or is the time required to clear all vehicles evacuating in response to a hurricane situation from area roadways. Clearance time begins when the first evacuating vehicle enters the road network and ends when the last evacuating vehicle reaches its destination."

IN other words, the NO emerg evac plan states that the city shall start evacuating people 3 days before a Category 3 hits.

I guess that means to wait until 3 days after for a Category 4 or 5.

But the TIMES-PICAYUNE published a story on July 24, 2005 stating: City, state and federal emergency officials are preparing to give a historically blunt message: "In the event of a major hurricane, you're on your own."

Staff writer Bruce Nolan reported some 7 weeks before Katrina: "In scripted appearances being recorded now, officials such as Mayor Ray Nagin, local Red Cross Executive Director Kay Wilkins and City Council President Oliver Thomas drive home the word that the city does not have the resources to move out of harm's way an estimated 134,000 people without transportation."

"In the video, made by the anti-poverty agency Total Community Action, they urge those people to make arrangements now by finding their own ways to leave the city in the event of an evacuation.

"You're responsible for your safety, and you should be responsible for the person next to you," Wilkins said in an interview. "If you have some room to get that person out of town, the Red Cross will have a space for that person outside the area. We can help you."
