Hi that would be the National Telecommunications Commission, the bureaucracy in charge of radio permits etc. The best I could get so far was "down some soy across from Tesco Hang Dong" so if anyone has more specific knowledge - you know what to do. TIA.

Could be right. The soi oposite Tesco runs into (and through) the airport. There are a few communication type facilities there. By the way Tesco Hang dong is not in Handong it is about 2 km down from Robinsons Airport Plaza.

My maps show a radio monitoring station in the soi already mentioned, perhaps that is part of the same outfit. From Airport Plaza turn right at the first set of traffic lights (right outside Tesco) and it is up that Soi on the right.
