Are you sure it is the pipe making the noise ?

It is more likely to be a valve/washer

If its your drain pipes that are making the noise then any kinds of sound proofing will help...but the best is probably to encase the pipe in concrete.

In the US plumbers wrap plastic drain pipes with regular wall insulation which quiets the noise. There is also a foam that can be sprayed on them but suspect that is a much more expensive solution. Wall insulation must be available in Thailand.
