I was watching The Balance of Terror and noticed that Romulans also speak with a Brit accent. I guess they just personify power and evil, eh? :)

Yeah, but really, really good at it. You can bet that if the Hollywood villian has a proper English accent that they are an evil genius of some type. Like Simon Cowell. ;)

There are English accents, and there are English accents. Putting aside the word "genius", Brick Top (Snatch) was certainly evil, but if he were to play a Roman, it would be as some menial servant, and a dirty one at that.

It comes down to portraying class. Toff accent denotes aristocracy.

In the Rome TV series, the Aventine where the criminal gangs operated, Brick Top would have fit in well.
