Yes, I imagine the leniency is there because there really aren't that many, Ive been reading reports on N. Koreans in Thailand for years.

Don't know whether the writer of the article saw the same TV programme as I did, a couple of months ago on either Australia Network or CNN. It was at least half an hour long and had a lot of horrific stuff in it - many of the N Koreans are treated as slaves in China, many of the women are sold as wives, if the people are caught in China they are returned to brutal re-education camps in N Korea, and so on.

This article has only touched the surface of what the programme showed.
