Al, outlook is a program that works anywhere in the world as long as you provide it with the correct settings. If you are taking your own computer/laptop with you then you will be able to connect it to any internet connection and it will download your email as if you were at home. However, if you expect to be able to use any random computer and open outlook without altering mail settings and still access your personal email then unfortunately that's not how it works.

It is more likely that, if you will be using computers that do not belong to you, you shall have to access your email via webmail. What type of webmail depends on your email providor.

Outlook will work on the moon if need be, what you need to have is a pop email account. If you want webmail just use your browser. If you have pop email, you can configure many web mail providers like yahoo to also download your pop email from home. This is handy when you're on the road.

i'm used to OUTLOOK  for in and out mail.  will it work in bkk [preferably in b-grad hospital]  or do i have to use WEBMAIL?    if so, is there another, better than WEBMAIL?

You should check with your ISP, or whoever provides you with your email service. I use Comcast so had to change my Outlook settings (advanced, SSL, ports) to account for the fact that I was not connected via the Comcast network. This assumes you are traveling with your own notebook.

Your ISP may offer some sort of web-based mail interface that does allow you to manage your email from any PC.

KSC does offer pre-paid WiFi service at Bumrunrad. There may be other providers/networks as well?
